if i create two roles Mananger,Agent. The manager should be allowed to create users with the role "Agent". is there any option todo this?

No, DotNetNuke does not currently support this. In DNN5 you will be able to assign roles other than Admin to allow access to the Role Manager, but they would have access to manage all roles.
