User permissions are disabled

I was trying to follow the "How to add Google Analytics" trick to my DNN 4.5 but I see that the part where User Permissions are shown, all the checkboxes are disabled!. This happens regardless of whether I log in as admin or host. What is wrong?

At the bottom of the user permissions is a box for "inherit from page". If that box is checked then the permissions are set by the page. Uncheck it to set the permisssions differently on a module.
