Character encoding on IIS7 with IE

Hi John
I am moving a group of DNN websites between servers which is basically a move from Windows 2003 IIS6 to WIndows 2008 IIS7. The first site with Pageblaster went well and works with no issues. The next two I am getting character encoding issues but only in Internet Explorer and only when Pageblaster is enabled in web.config. If I disable web.config the site works well. The web.config is set to UTF-8.
Both sites work OK on IIS6 with Pageblaster in IE and FF.
The problem is the Solpart menu.
Any suggestions ?

Try deleting all files in the PageBlaster cache.
If that doesn't work, then attach a picture of the page with the character encoding issues, or better yet if you can give me a link to look at it directly.
