How turn off preview when logging off?

In my portal I have some admins and some editors. The editors can edit/add/delete contents in most of the modules. The problem occurs if an admin logs off with preview set on, then the editors cannot edit any of the modules contents. The editors do not have access to the admin menu.
Pri 1: How can I set preview to go off when an admin logs off?
Pri 2: Or give editors access to the preview choice?

The preview flag is held in a cookie, so it shouldn't affect other users.  This is the behavior of DotNetNuke and hasn't been modified by the CSS Skins.

What you might be running into is a caching issue.  If the modules have cache-timeout set to something other than zero, then I have seen where this can cause the buttons to not show up.
