Can NavMenu do this?

I have a client who is building a site that is related to (and therefor needs to look like) this one: http://www.uccvitality.org.  This site is built in the Joomla CMS and he wants to be able to duplicate the menu look and feel identically in his DNN site.  I have been scouring the Internet looking for any alternative menu that can do this but have yet to find one that can do the animations and transparencies identically to the uccvitality.org site.  

Is CSS NavMenu capable of producing this look and feel?

That actually looks like TransMenu. I haven't done an implementation of that, but there are a couple of people who have.
