After you gentle prodding I decided to see if I could get The NavMenu Hover template skin sample merged with my sites normal skin.

This has turned out to be a challenge. My skins are done with divs and your with tables. 

First I made my menu area taller so that yours would fit. Then I added the correct lines from your skin.aspx into mine and moved the rest of your directories and files to my skin directory.  After a little debugging I had my menu text with your colors, but no fancy tabs just my normal background.

Then I noticed that not all my pages were showing up in the menue.  The single page that use the most was not showing up in the child menu. It is normally only visible to certain roles. However, my account had superuser access and should have had access rights. This was with IE7.

I then brought up FireFox and had no child menu at all. My development system runs Vista and IE7.

Unfortunatle FireFox updated to 2.0.0.6 and I couldn't continue.  I currently have a problem that Fire Fox 2.0.0.6 of Fire Fox can find the Internet or even localhost! V2.0 does fine. Unfortunately a remove and reinstall doesn't last very long and I haven't figures out how to disable automatic download on FireFox. Since I will need FireFox to debug the css I have to work on this problem first.

Got any ideas about the fancy siver tabs not showing or the missing page?

I would first try to apply the silver tabs sample skin to your site to see if everything works correctly.

It may be a cache issue, so during development I usually set the menu for CacheTabs="False"

Since you already had a different menu, you may need to look close to make sure the css from that one is not interferring.

The skin you sent works fine. Your skin file shipped with CacheTabs="False" so that is the way I have it. I have deleted all of the css stuff for the old menu. It was all in a common block. I have presentations later this week, so I won't get back to this for a few days.

I had planned to make this skin revision xhtml transitional with enough absolute positioning that I could have the ContentPane up front in the aspx file and the menu. login, resistration and search stuff later and use H1/H2 containers to make the skin a SEO winner.
