I inherited some templates I need to implement as a skin, and the doctype is being set dynamically based on the browser (one doctype for ie6, one doctype for everything else). Can I do this for a DNN site using page blaster?

Yes, PageBlaster will allow you to replace the Doctype in the page based on the Browser and/or version.
