Is there a way to exclude a module from caching? For instance, the Banners Module?

Technically, no. PageBlaster does page level caching after the complete page has been rendered and just before it is sent to the browser.
However, maybe you can get closer to the same result by decreasing the cache interval so that the page with the banner module on it is only cached for 15 minutes.
Another way to see the banner rotate on every refresh would be to create a blank skin (no tokens except for the content pane), and apply that to a new hidden page. Then place the banner module on that page. Now everywhere you want a "banner module" you would put an IFrame with it's source set to the hidden page.
Most professional websites go a step further and have a separate banner application where the adds are injected into the page using javascript or an Iframe.
