Is it possible to have PageBlaster to "rewrite" the URL:

From http://www.domainname/News/tabid/73/language/en-US/Default.aspx
to http://www.domainname/News/tabid/73/English/Default.aspx

I don't need the "/language/en-US/" string, but need a more user friendly string like "English".

Yes, PageBlaster can change the links in the output of your pages to look like that, but internally DNN would not make that into a querystring variable since it is not a name=value parameter pair.

PageBlaster does not do Url Rewrites, but it does map Virtual Paths to Urls, so you could put a module on that news page and create a virtual path that maps to that tab internally.

The virtual path could even look like this: to http://www.domainname/News/English/Default.aspx
Or this: to http://www.domainname/English/News.aspx

Virtual-Paths require the Professional Version.
